From CTSWiki
Squid is a proxy that will allow http and https traffic from outside to apper as if it is comeing from www.cs.wustl.edu. For more information about what squid is and what it can do, see http://www.squid-cache.org/Doc/FAQ/FAQ.html.
It only allows people to access pages in the 128.252.0.0/16 for right now. You can not get anywhere outside the university ip space.
